- Phanfone, known locally as Typhoon Ursula, first made landfall on Eastern Samar province, bringing heavy rain and storm surges.

- It hit as the equivalent of a Category 1 hurricane, packing sustained wind speeds of 150 kilometres (93 miles) per hour, with gusts of 195 kilometres (121 miles) per hour.
- The twenty-ninth and final named storm of the 2019 Pacific typhoon season, the origins of Phanfone can be traced to an upper-level low which had formed near the Caroline Islands and gradually organized into a tropical depression on December 19.
