In News: MCA 21 is an ambitious e-Governance project of the Ministry of Corporate Affairs, Government of India .
MCA 21
- The core objective of this project is to transform the Ministry’s mode of working from traditional paper to paperless format.
- The MCA 21 is also the first portal under the Government to use the Digital Identity of the Users.
- This project is the first successful Mission Mode Project under the National e-Governance Plan and has received the Prime Minister’s Award for Excellence in Public Administration.
- It is one of the 27 Mission Mode Projects of the National e-Governance Plan. The portal is the key platform for companies to submit the required documents and filings. Besides, it provides public access to corporate information.
Implementation
- The project has been implemented by Tata Consultancy Services under a Build Own Operate and Transfer (BOOT) model, with project monitoring done by external reviewers/auditors.
- The second phase of the project is being implemented by Infosys for the period January 2013 – July 2021.
- The new MCA21 portal, allows electronic filings of various documents under the Companies Act.
About MCA
- The Ministry is primarily concerned with administration of the Companies Act 2013, the Companies Act 1956, the Limited Liability Partnership Act, 2008 & other allied Acts and rules & regulations framed there-under mainly for regulating the functioning of the corporate sector in accordance with law.
- The Ministry is also responsible for administering the Competition Act, 2002 to prevent practices having adverse effect on competition, to promote and sustain competition in markets, to protect the interests of consumers through the commission set up under the Act.
- Besides, it exercises supervision over the three professional bodies, namely,
- Institute of Chartered Accountants of India(ICAI),
- Institute of Company Secretaries of India(ICSI)
- Institute of Cost Accountants of India (ICAI)
- The Ministry also has the responsibility of carrying out the functions of the Central Government relating to administration of Partnership Act, 1932, the Companies (Donations to National Funds) Act, 1951 and Societies Registration Act, 1980.
