In News: Mathura sewage project is India’s 1 st Integrated Sewage Infrastructure project based on One City – One-Operator concept.
About One City – One-Operator
- This project integrates building of new STPs (sewage treatment plant) & maintenance of existing infrastructure under one operator for entire city.
- In this project treated sewage water will be reused by IOCL.
- Tripartite Concession Agreement was signed b/w National Mission for Clean Ganga (NMCG), UP Jal Nigam & Triveni Engineering & Industries Ltd. to develop Integrated Sewage Infrastructure for Mathura on Hybrid Annuity-based PPP mode.
Tripartite Concession Agreement for Sewage Infrastructure
- Union Minister for Water Resources, River Development & Ganga Rejuvenation, Shipping, Road Transport & Highways Nitin Gadkari, presided over signing of agreement.
- Agreement was signed b/w NMCG & Indian Oil Corporation Limited (IOCL) for reuse of 2 cr. litres per day of treated sewage water by IOCL’s refinery in Mathura.
- Mathura sewage project is India’s 1st Integrated Sewage Infrastructure project based on One City – One-Operator concept. This project integrates building of new STPs (sewage treatment plant) & maintenance of existing infrastructure under one operator for entire city.
- In this project treated sewage water will be reused by IOCL. This project is based on Hybrid Annuity Mode, 3rd of this type in this sector after HAM based STPs that are being developed in Haridwar & Varanasi.
- Components of this project comprise construction, operation, & maintenance of 30 MLD STP in Masani. Work regarding this is offered to Triveni Engineering & Industries Ltd. for estimated cost of Rs. 437.95 cr. on Hybrid Annuity Mode.
- Project involves development & rehabilitation of Masani Sewerage Infrastructure, upgradation & rehabilitation of existing Masani STP w/capacity of 6.8 MLD, upgradation & rehabilitation of 2 existing STPs (14.5 MLD & 16 MLD) in Trans-Yamuna region of Mathura, creating total sewage treatment capacity of 67.3 MLD.
- 20 MLD Tertiary Treatment Plant (TTP) will be established for supply of treated wastewater to Mathura refinery of IOCL.
- Cost for development & operation of TTP for 15 years is Rs. 162.38 cr.
- IOCL will fund the entire operations & maintenance cost of TTP which will be nearly Rs. 82.38 cr. for 15 years.
- IOCL will pay Rs. 8.70 per kilo litre for partial capital cost for development of TTP. This will save 2 cr. litres per day in Yamuna river, which was earlier utilised by IOCL.
- This will encourage recycle & reuse of treated wastewater in India.
