In news– Flood Management and Border Areas Programme (FMBAP)  has been extended up to September 2022 with limited outlay. 

About the programme-

  • The Scheme “FMBAP” was framed by merging the components of two continuing XII Plan schemes titled “Flood Management Programme (FMP)” and “River Management Activities and Works related to Border Areas (RMBA)”. 
  • FMP continued during the XII Plan period as a component of  “Flood Management  and Border Areas Programme (FMBAP)” for subsequent periods.
  • The aim of the Scheme is to assist the State Governments to provide reasonable degree of protection against floods in critical areas by adopting optimum combination of structural and non-structural measures and enhancing capabilities of  State  / Central   Government officials in related   fields.
  • The works under the scheme will protect valuable land from erosion and flooding and help in maintaining peace along the border. 
  • The Scheme aims at completion of the on-going projects already approved under FMP. Further, the scheme also caters to Hydro-meteorological observations and Flood Forecasting on common rivers with the neighbouring countries. 
  • The funding pattern for FM Component for works in general category States is 50% (Centre) : 50% (State) and for projects of North Eastern States, Sikkim, J&K, Himachal Pradesh and Uttarakhand, the funding pattern will continue to be 70% (Centre) : 30% (State).
  • The Scheme also includes survey and investigations, preparation of Detailed Project Report(DPR) etc. of water resources projects on the common rivers with neighbouring countries like Pancheshwar Multipurpose Project, Sapta Kosi-Sun Kosi Projects in Nepal which would benefit both countries.
  • A Committee was constituted by NITI Aayog under the chairmanship of Vice Chairman has recommended that FMBAP scheme to be continued for the period 2021-26, i.e., co-terminus with the period of 15th Finance Commission with the provision of inclusion of new projects for funding under the scheme.

Note: 

  • For Non structural measures, Central Water Commission (CWC) is the nodal Organisation entrusted with the task of flood forecasting & early flood warnings in the country. 
  • Presently, CWC issues flood forecasts for 332 forecasting stations (199 river level forecast stations & 133 dam/ barrage inflow forecast stations). 
  • These stations cover 20 major river basins in 23 States & 2 Union Territories. 
  • In order to provide more lead time to the local authorities to plan evacuation of people & take other remedial measures, CWC has developed basin wise flood forecasting model based on rainfall-runoff mathematical modelling for 5 days advance flood forecast advisory at identified flood forecasting and inflow forecasting stations.
