What is Gram Manchitra?
- Gram Manchitra is a Spatial Planning Application for facilitating and supporting Gram Panchayat users to perform planning at Gram Panchayat level with the use of geo spatial technology.
- ‘Real time’ monitoring of development work implementation status and progress of execution of various schemes can be easily tracked.
- It was developed by the National Informatics Centre (NIC).
- The application based on NIC’s Multilayer GIS platform Bharatmaps, is a Geo Spatial based decision support system for the panchayats.
- The panchayats can utilize this application to plan, develop and monitor developmental activities on a real time basis.

- Geospatial technology enables us to acquire data that is referenced to the earth and use it for analysis, modeling, simulations and visualization.
What is the Gram Panchayat Development Plan (GPDP)?
- Gram Panchayat Development Plan (GPDP) brings together both the citizens and their elected representatives in the decentralized planning processes.
- GPDP is expected to reflect the development issues, perceived needs and priorities of the community, including that of the marginalized sections.
- Apart from the demand related to basic infrastructure and services, resource development and convergence of departmental schemes, GPDP has potential to address the social issues.
- GPDP is conducted from 2nd October to 31st December, every year across the country, under the People’s Plan Campaign (PPC).
- This planning exercise is an integral component of the convergence effort between the DAY-NRLM and the Local Self-Government Institutions (Panchayati Raj Institutions)
- Panchayats have been mandated for the preparation of Panchayat Development Plan (PDP) for economic development and social justice utilizing the resources available to them.
- The PDP planning process has to be comprehensive and based on participatory process which involves the full convergence with Schemes of all related Central Ministries / Line Departments related to 29 subjects enlisted in the Eleventh Schedule of the Constitution.
The Article 243G of the Constitution intended to empower the Gram Panchayats (GPs) by enabling the State Governments to devolve powers and authority in respect of all 29 Subjects listed in the Eleventh Schedule for local planning and implementation of schemes for economic development and social justice
