In news– Recently, China has blocked a joint move by India and the US to list Pakistan-based Lashkar-e-Taiba (LeT) leader Abdul Rehman Makki as a global terrorist at the UN Security Council (UNSC) under Al-Qaeda and ISIL Sanctions Committee (UNSC 1267 Committee).
What is UNSC 1267 Committee?
- It was adopted unanimously on 15 October 1999.
- After recalling resolutions 1189 (1998), 1193 (1998) and 1214 (1998) on the situation in Afghanistan, the Council designated Osama bin Laden and associates as terrorists and established a sanctions regime to cover individuals and entities associated with Al-Qaida, Osama bin Laden and/or the Taliban wherever located.
- The Committee receives reports from each nation as to how the work is proceeding, and is able to vary the conditions imposed on any individual as it sees fit.
- The committee comprises all 15 members of the Security Council and its procedures require consent of all the council members to accept a listing request.
Mandate of the committee-
The Committee is mandated to:
- Oversee the implementation of the sanctions measures.
- Designate individuals and entities who meet the listing criteria set out in the relevant resolutions.
- Consider and decide upon notifications and requests for exemptions from the sanctions measures.
- Consider and decide upon requests to remove a name from the ISIL (Da’esh) & Al-Qaida Sanctions List.
- Conduct periodic and specialised reviews of the entries on the ISIL (Da’esh) & Al-Qaida Sanctions List.
- Examine the reports presented by the Monitoring Team.
- Report annually to the Security Council on the implementation of the sanctions measures.
- Conduct outreach activities.
Note:
- Makki, 74, also known as Abdulrahman Maki, has occupied various leadership roles within LeT, a US-designated Foreign Terrorist Organisation (FTO).
- Both India and the US have already listed Makki as a terrorist under their domestic laws.
- However, China has placed a “technical hold” on the proposal to list Makki and this measure can last for up to six months at a time.
- Previously, China had also blocked India’s attempt to list JeM chief as “global terrorist” in three attempts in the last decade in 2009, 2016 and 2017.
